Job Description:

1. Compliance & Regulatory Engagement

• Serve as the principal liaison with the Hong Kong Customs and Excise Department (C&ED) on all MSO licensing, compliance, and regulatory matters.

• Act as the designated Compliance Officer and provide overall oversight of the entity’s regulatory compliance framework.

• Oversee compliance with the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615), the Money Service Operators Ordinance (Cap. 615), and other applicable regulatory requirements.

• Provide practical and timely regulatory advice to business, operations, product, and commercial teams to ensure compliance is embedded from the outset.

• Prepare, review, and submit regulatory returns, notifications, reports, and other regulatory filings to C&ED and relevant authorities.

• Monitor regulatory developments and assess their impact on the MSO business, policies, procedures, and controls.

• Identify regulatory and compliance gaps, establish remediation plans, and monitor timely closure of identified issues.

• Provide regular compliance updates and escalate material regulatory risks and issues to senior management and relevant governance committees.

2. Regional Support - AML/CFT Oversight

• Provide regional AML/CFT oversight and support across lending businesses and support the setup and implementation of AML/CFT frameworks for new entities, products and business models.

• Review KYC/CDD, EDD, customer risk assessment, sanctions screening and transaction monitoring frameworks.

• Identify control gaps and provide recommendations and remediation plans.

• Support the development and enhancement of AML transaction monitoring scenarios, rules, thresholds and controls.

• Review AML/CFT operational processes and identify opportunities for automation and control enhancement.

• Support regulatory inspections, audits, AML/CFT reviews and regulatory information requests.

• Provide AML/CFT training and guidance to stakeholder such as Operations, Business, Finance, CFM, and Product teams.

Job Requirements:

• Bachelor’s degree in Law, Finance, Accounting, Business, or a related field; professional qualifications (e.g., CAMS, ICA Diploma/Cert in AML, ACCA, CPA) are strongly preferred.

• Minimum 6–8 years of experience in financial compliance, regulatory advisory, or AML/CFT roles within Hong Kong financial services, fintech, money services, or banking.

• Prior experience as an appointed MLRO or Deputy MLRO for a licensed entity.

• Strong analytical skills with the ability to interpret complex regulatory text and apply it to commercial operations.

• Mandarin Chinese language proficiency is an advantage, with the ability to communicate effectively and comfortably with regulators, senior management, and front-line teams.

• High integrity, sound judgment, and the ability to operate independently in a fast-paced, evolving environment.
